“Innovative cooperation for the CIS Member States: new challenges and priorities”

On June 3, 2020, in Moscow, «Rossotrudnichestvo», on-line, organized round table as a part of Interstate Program for Innovative Cooperation between the for the period until 2030.

The round table was held on the topic: “Innovative cooperation for the CIS Member States: new challenges and priorities”, a number of problems  of paramount importance were discussed, namely:



  1. Global challenges facing the CIS countries in the new decade.
  2. Features of innovative cooperation for the CIS.
  3. New priorities and main directions of cooperation among the CIS member states.
  4. The draft Interstate Program of Innovative Cooperation of the CIS Member States for the period up to 2030.

The moderator of the round table was Sergey Malenko, head of the International Cooperation Directorate of the Russian Academy of Sciences, head of the international group of developers of the draft Interstate Program for Innovative Cooperation of the CIS Member States until 2030.

The round table was attended by:

  1. Deputy Head of Rossotrudnichestvo Mikhail Bryukhanov;
  2. Director of the National Center of Innovation and Entrepreneurship of Armenia, Chairman of the Interstate Councilon Coordination in the sphere of Scientific-Technical Information Gevorg Vardanyan;
  3. Director of the Institute of Ionosphere Zhumabek Zhantayev;
  4. General Director of the company "LIK-Group" Sergey Isaev;
  5. Deputy Director of the Department of Scientific and Technical Development of the Ministries of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Aliya Kipshakbaeva;
  6. Head of the Department of Economic Cooperation of the Executive Committee of the CIS Member States Timur Mansurov;
  7. Director of the Office of International Relations of the Agency for Strategic Initiatives Anton Moskalenkov;
  8. Director of the Institute of Ionosphere Zhumabek Zhantayev;
  9. General Director of the company "LIK-Group" Sergey Isaev;
  10. Deputy Director of the Department of Scientific and Technical Development of the Ministries of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Aliya Kipshakbaeva;
  11. Head of the Department of Economic Cooperation of the Executive Committee of the CIS Member States Timur Mansurov;

  13. Deputy Director for International Scientific and Innovative Work of the Belarusian InstituteofSystem Analysis and Information Provion  for the Scientific and Technical Sphere  Olga Naumovich;
  14. Deputy Vice President of the Skolkovo Foundation Alexander Okunev;
  15. Deputy General Director of the Innovation Entrepreneurship Development Fund of the RF representative of the Commercialization Center of the Interstate Program of Innovative Cooperation of the CIS Member States Olga Sereda.

The Director of the National Center of Innovation and Entrepreneurship of Armenia, Chairman of the Interstate Council on Coordination in the sphere of Scientific-Technical Information Gevorg Vardyanian make a speech. Mr. Gevorg Vardanyan presented a review about the activity of ICSTI, raised some problems  on interstate cooperation. Gevorg Vardanyan expressed  readiness of the Interstate Council to cooperate in the framework of the Interstate Program for  Innovative Cooperation of the Commonwealth Member States until 2030.

The Deputy Head of Rossotrudnichestvo Mikhail Bryukhanov in his speech noted the importance of the interaction of the CIS member states  in the field of science, in order to increase the competitiveness of the national economy of each state. One of the main tasks that the new draft of the Interstate Cooperation Program sets before 2030, as Sergey Malenko, noted in his speech, is to determine the list of the most significant innovative projects for the CIS in various fields: from transport systems to space research, from pharmaceuticals to communications.

The deputy vice president of the Skolkovo Foundation Alexander Okunev in his report pointed out the need for a rigorous analysis of the conformity of the proposed projects to the challenges of the coming decade. He also noted the importance of close cooperation between the Skolkovo Foundation and the CIS Member States in the field of business and innovation. He shared his observations regarding the market change, in which a significant increase in the share of new technologies is evident, as well as the tendency for companies to merge into concerns and consortium in order to increase competitiveness. Okunev noted the need to concentrate not on the sale of new technologies, but on their use in training joint products and joint personnel, to create new jobs in countries, and this should be aimed at simplifying the procedure for interaction between countries.

As a summed up result, the main goal of the Program was established: The Interstate Innovation Cooperation Program is designed to create conditions for increasing the economic and scientific potential of the CIS member states.
